Ginza Koyama daily journal 2023.03.08 After-school childcare: childcare or education?

Nursery schools are filling up, and I think there will be a surplus from urban areas rapidly from now on.
Parents will have more leeway to choose, and nurseries will become more competitive.
In the Tokyo metropolitan area, there is a surplus of special nursing homes.
What is lacking from this year is afterschool daycare.
The number of users can be read accurately, so I thought that I could not manage it in advance, but in fact, I have not been able to do it.
Everyone thinks that elementary school buildings are open even after classes are over, so we should be able to use them.
But that is Japan.
Elementary school is the Ministry of Education.
After-school daycare is a welfare Ministry of Health, Labor and Welfare.
It seems that the expansion of usage is not progressing as expected due to vertical division.
Just as the Ministry of Health, Labor and Welfare merged with the Ministry of Health, Labor and Welfare to form the Ministry of Health, Labor and Welfare, should the Ministry of Education, Culture, Sports, Science and Technology also be merged to form the Ministry of Health, Labor and Welfare, Education, Culture, Sports, Science and Technology?
Ministry of Health, Labor and Welfare?
Another idea would be to use community centers and Iki-Iki Plazas.
Shouldn’t we use the community exchange room of the nursing home?
I think there are NPOs who want to do afterschool daycare.
If the local government matches, Koyama G’s special nursing home will cooperate.
Are there any associations or NPOs that rent classrooms at Iki-Iki Plaza and provide after-school care?
Koyama wants to open the facility to the community as much as possible.
Are there any organizations that would like to raise their hands?
