Ginza Koyama daily journal 2022.10.04 Large population and Large town area

The population of Setagaya Ward exceeds that of Yamanashi Prefecture.

The division of towns and villages, which is said to be the foundation itself, has not changed since the Edo period.

Each basic municipality is obliged to develop facilities and services for medical and welfare education.

Every town, regardless of population size, wants schools, hospitals, and welfare facilities.

So would the police and the fire department.

However, in remote mountainous areas and depopulated areas, it is becoming difficult to maintain social security services due to excessive population decline and declining public finances.

We are making ends meet with the local allocation tax, etc., but it is getting tougher year by year because of the declining birthrate and aging society.

Along with the population increase in urban areas, the number of Diet members will also increase from rural areas to urban areas.

As a democratic nation, it is natural, but recently, I have come to question whether it is correct to have electoral districts based on population.

I wonder if the area of the administrative district will decide the number of members of the Diet.

The province owns a huge forest area.

It is also responsible for its maintenance and national defense.

Originally, it might be better if the merger of municipalities proceeded, but I have come to understand that there are some towns and villages that are difficult to merge due to historical circumstances.

Speaking of the selfishness of local residents, that’s all.

But if we don’t reorganize these basic local governments, I think there will be districts where fire departments, police, medical care, and childcare will not work.

Tax distribution alone does not make adjustments.

Tokyo’s ward mayoral election has begun, but there was no candidate who won the basic votes of one-fourth of the ward’s residents, and there was a re-election ward.

I don’t think this has ever happened before.

I think the time has come to review the country’s system from an election that tests the qualities of individual politicians.

But is this the responsibility of parliamentarians?

It is unimaginable for an island nation, such as a world where national independence is possible through local elections like Ukraine.

We know that if things continue as they are, local governments will not be able to deal with large-scale earthquakes on their own.

Of course, even private corporations can’t help themselves.

Even if I say that I will do my best at my own responsibility even at my own facility, it will be difficult to do anything in the event of a major disaster.

Is this what it means to pray to heaven?

What is being asked about local government elections?
